When I was a kid (early 80's), we used to stop here when driving down to Devon on hols, without fail.
At the time, the tower was indeed a transport cafe, served by lifts. Not sure if there were stairs up past the main restaurant. I was always fascinated by what was up there, probably because I was told I couldnt go and look. A good view, I bet.
I seem to remember on the southbound side, the main restaurant was where Burger King is now, and there were radio-controlled boats in a pool outside on the roof of the shop downstairs. Never seen anything else quite like that.
